You can catch eels in Stardew Valley by fishing in the ocean during spring and fall nights! Make sure you're fishing when it's raining though, because those slippery critters only show up in the rain.
No luck with eels? Try fishing from 4pm to 2am during rainy days in spring and fall. It's all about timing and weather.
