Actually, just buy it at the Traveling Cart if you can't be bothered to fish. They sometimes sell herring among other random goodies. It's hit or miss but saves time if you're lucky!

Herring? Easy peasy. Cast your line into the ocean waters any time of day but only during Spring and Winter. You don't need any fancy lures, but patience is key!
