Just a heads up, the Mermaid Pendant is basically your key to getting hitched in Stardew Valley! So if it's sunny, or worse, winter (where it never rains), you can't buy it. But, if you're aiming for a winter wedding, keep a Rain Totem handy to summon the rainy mood and get that pendant!

To get the Mermaid Pendant in Starded Valley, you gotta cozy up to Old Mariner. He hangs out on the beach, past the bridge that you need to repair first. This dude won't show unless it's raining, so keep an eye on the weather. Once you've gotten someone to accept your proposal (aka at 10 hearts), and you've upgraded your house at least once, he'll sell you the Mermaid Pendant for 5,000 G. Rainy days are your best friends here!
You can't get the Mermaid Pendant until you're ready to tie the knot. So no rush if you're not at 10 hearts with someone yet. Just focus on farming, fishing, and mining until love is truly in the air!
