Pufferfish can only be snagged in summer, at the ocean, and only shows up between noon and 4pm. Sunny days are your best bet. Keep an eye on the weather!

You can catch pufferfish in the ocean during summer, from 12pm to 4pm when it's sunny. Make sure you've got a good fishing rod because they're a bit tricky to catch!

Just buy it from the Traveling Cart if fishing isn't your thing. The Cart shows up Fridays and Sundays and sometimes has pufferfish for sale. Way easier than hoping for sunny weather!
