You can find Snow Yams by digging up the worm tiles found during Winter with your hoe. They can also randomly appear when you use your hoe on the ground in Winter, so keep an eye out for those wiggly worms!

Don't bother looking for Snow Yams outside of Winter. When it's cold, just start digging everywhere, especially where you see worms on the ground. That's your golden ticket.
