Jin Kazama. He has the Devil Gene like his dad Kazuya, but also the power to control it. Plus, he defeated both Heihachi and Kazuya at different points. Clearly, the strongest!

Azazel, hands down. This ancient demon is super powerful and even a powerhouse like Jin had trouble taking him down. You don't get more OP than that.
