Evony's rich and detailed graphics are great, but they can be a lot for older devices. Try lowering the graphic settings in the game to see if that helps.
The game can lag if your internet connection is unstable. Try switching to a stronger Wi-Fi or check your network settings.
It's probably just your phone. I play on a newer model and never have any issues.
