The Ascent quest isn't at Shaxx because it's actually tied to another vendor or questline鈥攄ouble-check your quest log!
Check your in-game map and quest log. The quest might start somewhere else and not directly with Shaxx.
Bro, you might just need to progress further in the game. It's probably locked behind some main story quests.
I had the same problem! Turns out I needed to complete a different questline first before it appeared. Happy gaming!
