Because Namco loved PlayStation more? ;) Seriously, it was mostly about exclusivity deals and market strategy.
Namco focused on the PS2 for Tekken 5 due to its larger user base and existing partnership with Sony. Xbox players got the short end of the stick!
PS2 had such a huge player base back then, it made sense for Namco to keep Tekken 5 there exclusively.
